This picture is from India. You would most probably know this famous rat temple which has been featured in the news media many times. This world is full of controversies. Many sensitive issues have been blown out of context costing damages in properties and innocent lives.
Why not just ask ourselves only 3 questions whenever we want to act on something sensitive.
1. Is the action harmful to me?
2. Is the action harmful to others?
3. Is the action beneficial?
Then we can decide on our action. Don't you think this is a wise approach? We can control our own actions. As for others, it is their freedom of choice to live their lives the way they choose .

I like this think the way you suggested as well. We may have hobbies and likings that interfere with the comfort, safety, or happiness of other people. We are social creatures. At infancy, our cortical brain develops and we acquire the ability to relate with the feelings of other people. But if the child's abused or ignored, it would have lacked the ability to relate with people emotionally.
Assuming the person in this photo is living in poverty, there is a chance he/she hardly learned to understand how this action is causing others bad emotions.
